Typically in Burlington, children do their trick-or-treating during the evening on which Halloween falls (October 31st, a Thursday this year). However, the City does not set this date or take a position on which day any holiday is celebrated.
The City does recommend that trick-or-treating take place before 9PM for safety reasons.

This year the Downtown Spooktacular will be held on October 25th at 3PM in Downtown Burlington.
Dark in the Park will be held on October 25th in City Park from 5-9PM.
