4. In-Car Video Transition Project
Presented by: Police Chief Mike Williams, Captain Eric Kerns and Lieutenant Chad Slaughter
o In-Car Video enhances officer safety, provides visual documentation of encounters, minimizes liability, aids officers in courtroom testimony and ensures officer accountability.
o All marked police cars (87 total) are currently equipped with a VHS in-car video system, which is becoming obsolete (maintenance, quality and storage are all major difficulties associated with the current system).
o A collaborative effort between the Burlington Police Department, City of Burlington’s Information Technologies Staff and the Alamance County Sheriff’s Department has taken place over the last ten months to review six vendors that supply digital in-car video systems.
o After extensive trials and review with the Information Technology department, the Burlington Police Department has chosen to purchase a product from Panasonic (the “Arbitrator” system).
o The first phase of the project will involve purchasing 35 of the units in addition to the installation, a dedicated server and on-site configuration of the hardware and software.
o The system will be purchased with RICO funds and will be purchased without a formal bid process in accordance with NCGS 143-129.8
