Minimum Housing

o Proposed ‘Junked Motor Vehicle’ Ordinance (Article II. Junked Motor Vehicles, Division 1. Generally, Secs. 21-16—21-29.)
-Currently, the City allows two junked vehicles per property so long as they are stored in the rear of the property.
- Proposed ordinance provisions:
• Provides for one junked vehicle so long as it is covered by an all-weather vehicle cover. The ordinance will also allow for towing from private property.
• The proposed ordinance will require a pre-tow notice (7 days prior to towing) with an option to appeal to the City Council and a post-tow notice with information regarding the location of the vehicle and steps to be taken in order to re-claim the vehicle.
-Police presence will be necessary (at least initially) during the towing process.
-The towing service will be contracted out to a company experienced in removing vehicles from private property (Requests for Qualifications will go out before Requests for Proposals).
-The ordinance will initially be complaint driven.
-A majority of the Council expresses a desire to make the ordinance “zero-tolerance” and remove the allowance for one, covered junked vehicle.
-Public Hearings will take place in regards to the Ordinance.
o Front Porches and Open Garages
-Staff requested guidance from the Council as to how enforce public nuisances/safety (minimum housing) issues on front porches and open garages.
-Council requests information regarding the procedures of similar municipalities.
