City Water Bill Assistance
Some Burlington Households who have experienced COVID-related financial difficulties are eligible to receive up to $100/month for six consecutive months to help pay City of Burlington Water Bills.
The following qualifications apply:
- Residents must have experienced reduced income due either to COVID-related loss of work or to missing work due to COVID-related illness.
- Residents must meet low-moderate income qualifications as defined by HUD (see table below).

CITY OF BURLINGTON WATER WILL RETURN TO REGULAR BILLING PRACTICES IN SEPTEMBER
We know that many in our community have been negatively impacted during this pandemic. To provide support, we decided in late March to stop disconnecting residential water customers for nonpayment. Governor Roy Cooper issued an Executive Order suspending disconnects by utilities statewide. That Order expired at midnight on July 29, 2020.
Our ability to provide safe drinking water to City of Burlington’s residents and visitors is fully funded by revenue from water bills. This is why all customers have continued to receive their monthly bills showing how much water was used and the amount that is owed, including any past due balance. If you fell behind on payments while this Executive Order was in effect, we want you to know support remains available and we have trained staff in Customer Billing Services who are ready to help.
o You will not face any late fees, interest, or penalties on the past due balance incurred prior to July 29, 2020.
o We are offering payment plans (DOWNLOAD PAYMENT PLAN AGREEMENT) for residential accounts with past due balances as of July 29, 2020.
o The Executive Order (PDF) allows up to six months from July 29 to pay outstanding bills. Signed agreement needs to be received in the office by August 31, 2020 with the first payment due no later than Sept 10, 2020.
o You may qualify for assistance from the City’s Water Utility Assistance Program. For more information on the program, please contact the Community Development Office. They can be reached via phone at 336-222-5070 or via email at commdev@burlingtonnc.gov. Information on how to apply can be found at BurlingtonNC.gov/COVID19
As our City moves toward reopening, we must return to regular billing practices. This includes cutoffs for nonpayment, which we expect to resume in mid-September. We don’t want anyone to go without water. For more information about payment plans please call Customer Service at 336-222-5100 or email us at Burlington-utilities@burlingtonNC.gov.

The Municipal Annex is closed to the public until further notice. While the closure is in place, residents can make payments online by using the links below or utilizing the drive-thru available at the Municipal Annex. Credit card, debit card, cash and check are accepted in the drive-thru which is open Mon-Fri from 8 am - 5 pm.

WATER TURN-ON/TURN OFF
- Property owners can establish service by calling 336-222-5100 or in-person at the City of Burlington Municipal Annex Building, 237 West Maple Ave., Burlington, NC between the hours of 8am-5pm, Monday – Friday.
- Persons renting or leasing the property for which service is requested must pay a deposit of $75.00 within the City limits or $100.00 for properties outside of the City limits, in order to initiate service. Deposits are to be paid in the Utility Billing Office at the City of Burlington Municipal Annex Building, 237 W. Maple Ave.
