Technical Review Committee (TRC)

The TRC is the formal review of all development projects. It is an internal agency review, which evaluates projects based on City standards and requirements.

1. All applications for development are required to go before the Technical Review Committee (TRC). Comments received from the TRC are formal and binding to a project.

2. A Pre-Application Conference (PAC) is required before an applicant can submit a TRC application to better prepare projects for the TRC submission. Comments received from the PAC are informal and nonbinding to a project.   

3. Requests for both the PAC and TRC are received through the BurlingtonSmart portal.

4. Deadlines to submit for the TRC must follow the TRC Meeting Schedule.

5. All application materials must be submitted digitally. No hard copies will be accepted.

6. Only submittals deemed complete by staff will be processed for TRC review.

7. Required submittal items:

· Application 

· Owner/Applicant’s Signature Page

· Site Plan per the Plan Submission Standards

· Building Elevations

· Floor Plan 

· Landscape Plan, if applicable, with suggested plant materials list

· Lighting Plan

· Utility Plan

· Grading Plan

 · Environmental Review Certificate (ERC)

· Transportation Impact Analysis (TIA)

· Application Fee

8. Payment can be received through the BurlingtonSmart portal electronic payment portal or by check payable to “City of Burlington” for an initial fee of $500.00. Note, for the 3rd and subsequent reviews, there is a $150.00 fee per submission.

10. Per Section 2.3.F, upon receipt of an application, staff has seven days to make a determination whether the application is complete or incomplete.

11. Once an application is deemed complete, it shall be considered as submitted and will be scheduled for review by the TRC, in accordance with the procedures and standards in effect at that time. 

12. A deficiency report (marked up plan) will be available through the BurlingtonSmart portal typically within 2 days after the TRC meets.  Applicants can resubmit plan revisions through the BurlingtonSmart portal. Resubmittals are accepted on a rolling basis  and will be scheduled by staff for the next available TRC meeting.  The standard review process varies depending upon the type and scale of a development.
